Richmond City Council thankful for no serious injuries and commends Richmond’s fast-acting government departments for their work in aftermath of yesterday’s violent thunderstorm and tornados
(Richmond, VA) – The members of Richmond City Council today express their thankfulness that there were no serious injuries due to the violent thunderstorms and tornados that came through the city of Richmond yesterday evening.
Richmond City Council also thanks and commends the fast-acting Richmond government departments for their immediate response, tireless work and continuing efforts on behalf of citizens. These departments include the Richmond Department of Fire and Emergency Services, Richmond Police Department, Richmond Department of Public Utilities, Richmond Department of Parks, Recreation and Community Facilities, Richmond Department of Public Works, and the Richmond Office of the Chief Administrative Officer.
Richmond City Council also commends the fine work and support of the American Red Cross - Greater Richmond Chapter and other Richmond nonprofit organizations for their response and support.

This is the second meeting Councilwoman Robertson is holding as a result of declining Real Estate Assessment Values in Richmond’s Southern Barton Heights and Highland Park Neighborhoods. Her first meeting was held on August 31, 2010 and was attended by more than 75 residents, mostly elderly homeowners. This second meeting is to hear the voices of potential homebuyers, investors and renters.
“Southern Barton Heights and Highland Park residents must attend and take action to improve the quality of life and property values of our community,” says Robertson. “We instructed the City Administration to produce a plan to reverse and stabilize housing values by September 30, 2010 and that date has come and gone with no plan. We are still waiting for action and hope that they will have one to present to the Council Land Use, Housing and Transportation Standing Committee by our November Meeting.”
All Gateway 6th District citizens are invited and encouraged to attend. Free refreshments will be served. Parking is Free.

RRHA moves $35 million project forward with approval of Dove Street Revitalization Development Partner
(RICHMOND, VA) -- The Honorable Ellen F. Robertson, Councilwoman, Richmond City Gateway 6th District, today expressed her pleasure at the progress of the revitalization of Dove Street, in Richmond’s Gateway 6th District regarding the movement forward of a $35 million project with the recent approval by the Richmond Redevelopment and Housing Authority (RRHA) Board of Commissioners of a development partner (Crosland, LLC) and subsequent master developer agreement for the Dove Street redevelopment.
“My commitment to the North Richmond community is to keep them engaged throughout this development,” says Councilwoman Robertson. “Families dislocated by demolition will be helped with relocation and employment assistance.”
Once the location of Dove Court, a public housing complex, operated by the Richmond Redevelopment and Housing Authority (RRHA), plans for the area include building new mixed-income rental and for-sale housing on the former Dove Court site and the site of the former Carrington Gardens-Northridge Apartments. It will also include redevelopment of a former Virginia Army National Guard Armory building located there and the creation of for-sale housing.
Councilwoman Robertson has planned for this community project to coincide with the reclamation of the Richmond Cannon Creek Greenway, a 1.4 mile heavily-wooded ravine which is part of the area and adjacent to Richmond-Henrico Turnpike between Valley Road and Craigie Avenue. This project has been moving forward and her plan for this green space is for it to be transformed into a modern family-oriented park that includes biking, hiking and pedestrian trails. Once completed, the Richmond Cannon Creek Greenway may also be linked to the United States of America East Coast Greenway, which is being built in sections from Main to Florida, and to the Virginia Capital Trail that would link Richmond to Williamsburg and Jamestown.
A strong community development advocate and retired community and housing development professional, Councilwoman Robertson has been working closely with the Richmond Redevelopment and Housing Authority (RRHA) since 2006 on plans for the project, which were formalized in 2007. According to plan, the Dove Court public housing complex was torn down in 2008.
“Contractors of all classifications - from material suppliers, professional skills, construction to property management - will be sought out to help rebuild this neighborhood,” says Councilwoman Robertson. “Community residents are encouraged to take advantage of the jobs that will be created on these projects. Crosland has committed to us that both Section 3 and Minority Business Enterprise participation will be a cornerstone of the development success.”
Councilwoman Robertson has led, hosted, assisted and attended dozens of neighborhood and community meeting over the years on behalf of the redevelopment of the Dove Street area.
Representing a project area of approximately 50 acres, the site is located between the Richmond-Henrico Turnpike and 1st Avenue and adjacent to the Barton Heights, Green Park and Highland Park neighborhoods, encompasses the site of the former Dove Court public housing development, the site of the former Carrington Gardens/Northridge Apartments, the Dove Street Park, the Virginia National Guard Armory site, private property acquired by RRHA northwest of the Amory and the Overby Sheppard Elementary School.
The Dove Street Revitalization plan, which is slated for launch of construction in the spring of 2012 and completion in 2015, will be implemented in five phases:
• Phase 1: [July 2010 – October 2013; Projected construction start date is April 2012] Development of mixed-income rental and for-sale housing on former Carrington Gardens-Northridge apartments site and former Dove Court public housing site.

BACKGROUND
A Richmond Nine Mile Road/25th Street Corridor Revitalization Plan - Community Planning “Charrette” was held in the East End 7th District during a seven day period from June 1-7, 2010. This series of community meetings involved nearly 2,000 residents and stakeholders and included Councilwoman Newbille, Mayor Dwight Jones, Richmond Redevelopment and Housing Authority (RRHA), and Bon Secours Richmond Community Hospital. The goal of these meetings is to create a vision and plan for the revitalization of the Nine Mile Road/25th Street Corridor in Richmond’s Historic East End. Since that time many community meetings have been held throughout the East End 7th District during the past five month to provide community review and input.
Councilwoman Newbille hosted the first post-Charrette draft review community meeting on August 7, 2010. In preparing the revitalization plan, a consultant company was hired to assist with facilitating the Charrette and preparing reports to aid in producing a Richmond Nine Mile Road/25th Street Corridor Revitalization Plan.
The term Charrette is used to describe a collaborative planning process that brings individuals, entities and organizations together in a structured environment in order to discuss a specific challenging subject and design a planned solution.

The following is a letter from Councilman Samuels to the community regarding the Community Conversation Meeting:
Dear Friend:
Every day, more than a thousand people in our community experience homelessness. This number includes adults wrestling with addiction and mental health concerns, families with children coping with a job loss, and many others facing a wide array of barriers that impact their ability to get and maintain safe and stable housing. Many times, our faith and community partners are among the first places people reach out to when they are in crisis. We know that this is a need that many of you have been filling for years. Whether it is with a warm meal or dedicated volunteers, Richmond’s faith and community partners have been instrumental in serving the needs of our neighbors experiencing homelessness.
Monroe Park has served as a defacto central location for those seeking to assist our community’s homeless. As the city begins plans to renovate this historic park, I believe it is important to bring together both those needing services and our faith and community partners to discuss ways that we can continue assisting our community’s most vulnerable citizens. I would like your help and leadership to develop a plan to provide continued support for those who depend on the services offered at Monroe Park.
To make certain that we maintain our community’s response to the needs of those seeking assistance, I have invited Homeward, our community’s planning and coordinating agency for homeless services, to partner with my office to facilitate a community conversation about services offered at Monroe Park. The agenda will include an information-sharing session and a discussion of potential strategies for partnership.
We invite you to participate in this community conversation that will be held on Thursday, November 4, 2010 from 5 until 7 p.m. in the auditorium of The Richmond Carillon, 1300 Blanton Avenue at Dogwood Dell. My hope is that it will foster mutual education and identify points of collaboration. I ask for your help so that we, together, can build a plan to truly help people who are homeless and depend on services provided at Monroe Park. We need your leadership, input, support and assistance to shape this plan and these services.

Richmond City Council appoints members to 55 Local/Regional Government Bodies, 1 Federal Body and 5 Non-Governmental Organizations: Applications available online
(Richmond, Virginia) – Critical to the foundation of our citizen-run government, Richmond City Council regularly establishes and/or appoints members to serve on local and regional government boards, commissions, committees and task forces to assist with providing oversight on various topics, programs and services. Appointments are made throughout the year as vacancies occur and new entities are created. Richmond City Council currently appoints members to 55 local and regional public bodies; most of which are volunteer/non-paid positions.
Appointed public bodies provide needed intellectual assistance on subjects that shape the quality of our lives, neighborhoods and city and increase government openness, inclusion and transparency. Membership on these entities offers citizens an opportunity to learn more about their local government and to use their education, experience, skills and abilities in service of the public good. All citizens are invited and encouraged to apply to serve.
Individual membership requirements are different for each public body, which range from advisory to policy to governing. Appointed terms include project-oriented ones that exist for a few months and more long-term ones that last up to four years. Time commitments vary from a couple hours a year, up to 20 hours a month. Meeting times, dates, locations and frequency are scheduled as needed. Incumbents are also considered for reappointment at the conclusion of their terms.
In addition to the 55 current local and regional public bodies, Council appoints members to five (5) non-governmental organizations and one (1) federal government entity; for a total of 61 entities (governmental and non-governmental).

WHAT The Honorable Cynthia I. Newbille, Councilwoman, Richmond City Council, East End 7th District, and The Honorable Ellen F. Robertson, Councilwoman, Richmond City Council, Gateway 6th District, will host a community forum meeting sponsored by the Richmond Regional Citizen Reentry Council. The meeting will focus on rehabilitating, restoring and reintegrating an individual back into society and transitioning them into a permanent and productive law-abiding citizen following incarceration as the ultimate goal of our criminal justice system.
The meeting will include a panel discussion and a question and answer session. Free refreshments will be served and all citizens are invited and encouraged to attend.
Last night during the Richmond City Council Formal Meeting, Council officially proclaimed October 11-17, 2010 as Richmond Regional Citizen Reentry Awareness Week, recognizing that rehabilitating, restoring and reintegrating an individual back into society and transitioning them into a permanent and productive law-abiding citizen following incarceration is the ultimate goal of our criminal justice system. Critical to reentry success is the management, funding and delivery of an integrated comprehensive criminal justice system that encompasses the following three phases: pre-incarceration, incarceration and post incarceration. These criminal justice system phases include: promulgation and enforcement of fair laws; judicial sentencing; design and construction of jails and prisons as correctional facilities that establish rehabilitative and therapeutic communities; mental and physical health services and substance abuse treatment; education and training; and social services that include employment, housing and financial management programs. Barriers and needs for successful reentry include: education, mental and physical health and substance abuse, employment, housing, financial and community resources, and family support and community reintegration.
A rehabilitated person who returns to society as a permanent and productive law-abiding citizen significantly reduces crime, recidivism, and costs;

The event will include original cast member, Jim Fowler, whose presentation will include an alligator, reticulated python, eagle owl, young leopard and binturong. There is no cost but a suggested donation of $4.00 per family can be made to benefit the Maymont Foundation's ongoing programs.

Gates open at 8:30 a.m. and attendees are encouraged to bring lawn chairs, blankets and picnic baskets. No alcohol or glass containers are permitted.
Richmond City Council will recognize Mutual of Omaha's Wild Kingdom during the Council Formal Meeting tonight, 6:00 p.m., with an Official Community Service Award for its leadership in educating generations of Americans on the beauty and importance of animals and nature.
Sponsored by the Mutual of Omaha insurance company, Wild Kingdom is a wildlife and nature television show that was produced from 1963 to 1988 and revived in 2002. It first aired on the National Broadcasting Corporation (NBC) television network on Sunday, January 6, 1963. This half-hour television program introduced millions of Americans to many exciting and exotic animals and is credited with increasing ecological and environmental awareness in the United States. Mutual of Omaha's Wild Kingdom is credited with leading the way for such current television networks as the Discovery Channel and Animal Planet.
Once a private estate, Maymont is a 100-acre public park that is owned by the city of Richmond and managed by the Maymont Foundation. The park includes beautifully landscaped grounds, walking trails, a nature center, children’s farm, Japanese and Italian Gardens, mansion, historic buildings, carriage collection, and wildlife exhibits. The Maymont property was given to Richmond citizens in 1925 following the posthumous wishes of owners, James and Sallie Dooley.
