Councilman Chris A. Hilbert’s invites all to the 2015 Richmond
Official Dedication Ceremony of Walter Gaines Memorial Park
Located in Richmond's beautiful Providence Park
Neighborhood in the Richmond Northside 3rd Voter District
WHAT (Richmond, Virginia U.S.A.) – The Honorable Chris A. Hilbert, Councilman,
Richmond City Council, Richmond Northside 3rd Voter District, in Richmond, Virginia,
invites everyone to attend the 2015 Richmond Official Dedication Ceremony of
Walter Gaines Memorial Park.
Walter
Gaines Memorial Park was established by Richmond City Council on June 22, 2015,
per Richmond City Council Ordinance Number 2015-132-142. The park was named in
honor of the late Walter Gaines, Jr. in appreciation for nearly 60 years of
Public and Community Service on behalf of his country, city and neighborhood.
Mr. Gaines passed in 2013.
A 1953 graduate of
Richmond Public Schools Armstrong High School, Mr. Gaines lived a life
dedicated to others. His distinguished Public Service included serving from
1956 through 1961 as a member of the United States of America Air Force 38th
Tactical Missile Unit and, 30 years of dedicated service with the United States
of America Postal Service, from 1960-1990.
A 46-year
resident of Richmond's Providence Park Neighborhood, Mr. Gaines served as
President of the Providence Park Civic Association from 1964 to 2013 and, under
his leadership, assisted with increasing neighborhood beautification and
safety; bringing a Boys and Girls Club facility to the neighborhood to provide
positive activities for youth; and, the addition of new housing to the area.
As further
testament to his active Public and Community Service, Mr. Gaines served as a
Member of the Northside Community Improvement Council (in Richmond); President
of the Astoria Beneficial Club; Member of the Richmond Public Schools John
Marshall High School Parent-Teachers Association, Vice President of the
Richmond Public Schools Thomas Henderson Middle School Parent-Teachers
Association; Member of the Richmond City Council Personnel Board from 1998 to
2007; member of Habitat for Humanity of Richmond; and member of the Executive
Board and Research Committee for the Richmond Crusade for Voters.
