Richmond City Council’s next steps regarding establishment of Richmond Civilian Review Board

(Richmond, Virginia)  - Richmond City Council, following its October 10, 2022 establishment of a Richmond Civilian Review Board (Richmond City Council Ordinance #2022-261, (bit.ly/3MKoBWz), is proceeding with the city recruitment process to appoint a full-time staff person to assist with drafting policies and procedures and for supporting the Board in the performance of its duties. Richmond City Council is endeavoring to appoint the staff person within 90 days after the date of the adoption of the Ordinance.

 

Per the Ordinance, once the appointed staff person is in place and begins work, their first responsibility required by law is to draft policies and procedures for the performance of the duties of the Board, which the Richmond Code of Laws; Article V.; Div. 19; Sect. 2-1202.4f (bit.ly/3TKBsdP) provides.

 

Once drafted, the Richmond Civilian Review Board policies and procedures are provided to the Richmond City Attorney to review and approve as to form and legality. Following approval by the Richmond City Attorney, the policies and procedures will be formatted into a proposed Resolution to be formally introduced for Richmond City Council approval.

 

After the proposed Council Resolution is reviewed and officially approved, Richmond City Council and the Mayor will begin requesting applications of those persons interested in becoming members of the Richmond Civilian Review Board. No applications for the Board are being accepted prior to that time, and no appointments are allowed to be made until the policies and procedures are effective.

 

Following receipt and review of applications, Richmond City Council and the Mayor will begin appointing members, who will be scheduled to be administered the requisite oath of office (sworn-in) by the Richmond City Clerk.

 

The Richmond Civilian Review Board is an important priority of Richmond City Council and the process to put it in place is proceeding accordingly,” says Council President Cynthia I. Newbille, Richmond City Council, Councilmember, Richmond East End 7th Voter District. “Richmond residents deserve to have the Richmond Civilian Review Board established properly, and the final required steps in that process are being implemented to ensure that happens as expeditiously as possible.”

 

The Board will consist of eight members, four appointed by Council and four appointed by the Mayor, as per Richmond Code of Laws; Article V.; Div. 19; Sect. 2-1202.2(a) (bit.ly/3TKBsdP)

 

It is estimated the Richmond Civilian Review Board will be in place later next year, 2023.
