Richmond City Council members and staff, extend their heartfelt and sincere condolences to his children, grandchildren, and the entire Marsh Family.

A dedicated servant leader, Senator Marsh served as a member of the Senate of Virginia for more than two decades, and for a quarter of a century as a distinguished member of Richmond City Council, where he was selected, under the former form of government, to serve as Vice Mayor in 1970 and as Mayor of Richmond in 1977, which made him our city’s first mayor of African American descent.
