Richmond City Council Statement regarding


Ordinance Introduced to Fund Restitution Payment for Wrongful Conviction 

(Richmond, Virginia U.S.A. 8.26.2025) “Proposed Ordinance No. 2025-188, to amend the Fiscal Year 2025–2026 Richmond Government Budget and establish a new line item, Restitution Payments, within the Outside Agencies and Central Appropriations agency for the purpose of providing funding for a restitution payment, was introduced at the August 25, 2025, Richmond City Council Special Meeting.

The proposed ordinance transfers $5.8 million from the City’s Delinquent Tax Sales Special Fund to provide restitution required under Virginia Code of Laws § 8.01-195.13 in connection with a wrongful conviction case of Marvin Leon Grimm, Jr. 

“This action represents our commitment to upholding the law and is a necessary part of the healing process,” says Council President Cynthia I. Newbille. “It is a tragedy that this occurred in the first place, and it is my fervent hope that Mr. Grimm will be able to find the peace and support he deserves.” 

Council will review the proposed ordinance and discuss using the Delinquent Tax Sales Special Fund for the required restitution.  

Council will review this ordinance through two public meetings. The first hearing will be held by the Richmond City Council Organizational Development Standing Committee on Tuesday, September 2, 2025, at 4:00 p.m. The following public hearing and vote will take place on Monday, September 8, 2025, at 6:00 p.m. Both meetings will be held in Richmond City Council Chambers at Richmond City Hall.”
