Richmond City Charter Review Commission Recommendations Report completed

(Richmond, Virginia U.S.A.)On March 14, 2022, Richmond City Council established a public Richmond City Charter Review Commission, via Richmond City Council Ordinance # 2021-347 (https://richmondva.legistar.com/LegislationDetail.aspx?ID=5360520&GUID=2C0908BD-B69B-4EC2-979A-35A33A2420D2&Options=ID|Text|&Search=2021-347).

     The purpose of the Commission was to make recommendations regarding potential revisions to the Richmond City Charter, which enumerates the governmental powers granted to the City of Richmond by the Virginia General Assembly.

     While some topics included in the report are minor language adjustments, other areas of focus have more far reaching implications for Richmond residents, including analyzing Richmond’s current Council-Mayor form of government that has been in place for nearly twenty years.

    All Richmond residents are invited and encouraged to read the report and share their thoughts, ideas, and suggestions with the member of Council representing their Richmond Voter District.

    Throughout the Commission’s process, which included more than 20 public Commission full and sub-committee meetings held from November 2022 to August 2023. During this process, the Richmond City Charter Review Commission invited, encouraged, and welcomed Richmond residents to share their thoughts, ideas and suggestions to assist it with is work.

    Richmond City Council and the Commission thank all those who engaged and participated through public meetings, website, social media, survey, suggestions, support, conversation, and thoughtful ideas throughout the process.

    The Richmond City Charter Review Commission Recommendations Report will be reviewed by Richmond City Council for its consideration and deliberation.

     Richmond City Council again thanks the willingness and dedication of the Richmond City Charter Review Commission Members (and the understanding and support of their families and loved ones) for their dedication and donation of time, talent, energy, and service on behalf of this important project.

Special Notes

·       Pursuant to the Constitution of Virginia, the Virginia General Assembly is the final authority on changes to the Richmond City Charter.

·       Richmond Public Schools was outside/not within the scope of the Commission’s work. Richmond Public Schools it not part of the City of Richmond Government. It is a subdivision of the Commonwealth of Virginia and overseen locally by the Richmond Public Schools Board of Trustees and day-to-day operations are administered by a Superintendent.
