Richmond City Council mourns loss of former Richmond Councilmember and Vice Mayor: Dr. Claudette Black McDaniel

The Honorable Claudette Black McDaniel, Ph.D., died November 3, 2010

(Richmond, Virginia) – The members of Richmond City Council today express their sorrow at learning of the death, on November 3, 2010, of former Richmond City Council member, The Honorable Claudette Black McDaniel, Ph.D. The thoughts, hearts and prayers of Richmond City Council are with her family during this time and share in the mourning of her passing and celebration of her life and legacy.

Dr. McDaniel served as Councilmember for one one-year and six two-year terms (13 years total), from March1977- June 1990. During that time she was the first black woman elected by her fellow Councilmembers to serve as Vice-Mayor (serving six terms (1-year each) from 1984-1990). From 1988 to 1990 she had the honor of serving during the first time in Richmond’s history when a woman served as Mayor (The Honorable Geline B. Williams) and she as Vice Mayor.

Dr. McDaniel was elected to Richmond City Council on March 1, 1977 under the new Richmond Voting District system that followed court injunctions that kept Richmond from holding elections for Richmond City Council between 1972 and 1976 (By order of the United States of America Department of Justice due to concerns with proposed redistricting.). As a result, nine specific Richmond Voting Districts were established for the new system; prior to that, nine Councilmembers were elected at-large. She was elected to serve as the voice Richmond’s newly established 8th Voting District.

During her life, Dr. McDaniel worked for more than 25 years for Virginia Commonwealth University and had a private practice as a professional legal mediation consultant.

Dr. McDaniel is remembered for her many years of service to our community and for helping to make Richmond an even better place to live, work, learn, love, visit, and raise a family.
