Chief Duling was a man of integrity and honor and his more than four decades of respected leadership proved his commitment, grace and dedication to helping make Richmond an even better and safer place to live. Chief Duling leaves deep footprints and a noble legacy for all to revere and emulate and his service will be remembered for many generations to come."
