Richmond City Council elects new president
and vice president
WHAT (Richmond,
Virginia U.S.A.) – Tonight, during a Richmond
City Council (public) Special Organizational Meeting for Election of Council
Officers that was held in Richmond City Council Chambers at 5:00 p.m., The
Honorable Michelle R. Mosby, Councilwoman, Richmond South Central 9th
Voter District, was elected President of Richmond City Council and The
Honorable, Chris A. Hilbert, Councilman, Richmond Northside 3rd
Voter District, was elected Vice President of Richmond City Council.
Councilwoman Mosby fills the position
previously held by The Honorable Charles R. Samuels, Councilman, Richmond North
Central 2nd Voter District, who served as President from 2013-2014.
Councilman
Hilbert fills the position previously held by The Honorable Ellen F. Robertson,
Councilwoman, Richmond Gateway 6th Voter District, who served the
following terms as Vice President: 2013-2014; 2011-2012; 2009-2010.
As per the Richmond City Charter
(President) and Richmond City Council Rules of Procedure (Vice President), the Richmond
City Council offices of President and Vice President are elected by the nine
members of Richmond City Council to serve two year terms.
The Honorable Michelle R. Mosby was elected in 2012 to serve as a
member of the 2013-2016 Richmond City Council for the Richmond South Central 9th
Voter District. Councilwoman Mosby is a business owner and real estate agent in
Richmond, Virginia.
The Honorable, Chris A. Hilbert,
Councilman, Richmond Northside 3rd Voter District, was elected to
serve the following terms as a member of Richmond City Council: 2013-2016 (four-year term); 2009 -2012; (four-year term); 2007-2008 (two-year term); 2005-2006 (two-year term).
Councilman Hilbert is a Senior Housing Initiatives Officer for the Virginia
Housing Development Authority.

Section
I: OFFICERS AND COMMITTEES
A. President
of the Council: The President of the Council shall preside
over the meetings of the Council and shall rule on interpretations of the rules
of parliamentary procedure and these rules, subject to an appeal thereof to
Council. He shall have the same powers and duties as the other Members, with a
vote, but no veto power. He shall act as the presiding officer of Council and
shall perform such other duties not inconsistent with his office as may be
imposed by the Council or these Rules. The President of the Council shall serve
for a term of two years as required by section 4.03 of the Charter.
B. Vice President of the Council: The
Council shall elect, by a majority vote, a Member as Vice President of the
Council of the Council for a term of two years. The Vice President of the
Council, in the absence or disability of the President of the Council or upon
request by the President of the Council, shall be invested with all the rights
and duties of the President of the Council. (Per the Richmond City Council
