Newbille, Councilwoman, Richmond City Council, East End 7th District, will hold a meeting in Richmond’s East End 7th District to discuss and review the preliminary draft report that was written to encompass the results of the seven-day Richmond Nine Mile Road/25th Street Corridor Revitalization Plan - Community Planning “Charrette” held in June. This will be the first of a number of planed post “Charrette” meetings to be held. The meeting is being held to provide additional community review and input.
The Richmond Nine Mile Road/25th Street Corridor Revitalization Plan - Community Planning “Charrette” was held in the East End 7th District during a seven day period from June 1-7, 2010. This series of community meetings involved nearly 2,000 residents and stakeholders and included Councilwoman Newbille, Mayor Dwight Jones, Richmond Redevelopment and Housing Authority (RRHA), and Bon Secours Richmond Community Hospital. The goal of these meetings is to create a vision and plan for the revitalization of the Nine Mile Road/25th Street Corridor in Richmond’s Historic East End.
In preparing this plan, the consultant company DPZ was hired to assist with facilitating the Charrette and preparing reports to aid in producing a Richmond Nine Mile Road/25th Street Corridor Revitalization Plan.

WHAT The Richmond City Council Sister Cities Commission welcomes the Saitama, Japan Junior Baseball Team to Richmond for the 17th Annual Richmond-Saitama International Baseball Exchange. This year marks the 17th anniversary of the Richmond Sister City relationship between Richmond, Virginia and Saitama, Japan.
The Honorable Bruce W. Tyler, Councilman, Richmond City Council, West End 1st District will throw out the ceremonial first pitch during first day of the 17th Annual Richmond-Saitama International Baseball Exchange games. These public events planned for the visit events are free and open to the public and the entire community is invited and encouraged to attend.
During their stay in Richmond (August 4-11, 2010), the little leaguers will enjoy international cultural exchange and play baseball games with the Richmond Little League. The visiting Saitama team will include 20 players, one City Official, a nurse and four coaches.
The first baseball exchange began in Richmond in 1994 and rotates each year from Richmond to Saitama. The visit, games and friendships fostered during the little leaguers’ visit to Richmond are sterling examples of the partnership and collaboration between Richmond and Saitama, one of Richmond’s six international Sister City relationships.

The Richmond Sister Cities Commission (RSSC) was created by the Richmond City Council in 1980. The RSSC includes 19 members and operates under guidelines provided by Council and by requirements of Sister Cities International, located in Washington, D. C. Richmond’s first “informal” sister city relationship with its namesake, Richmond upon Thames, England, can be traced back to1930 and indications are that relations predate this period.
Sister City Concept _____________________________________________________________
The concept of sister city relationships was created by President Dwight D. Eisenhower in 1956. In that year, he created a program, launched from the White House, which called for massive exchanges between Americans and people in other countries. The overall goal was to foster peace, understanding and harmony.
The term “Sister City” is used to express the closeness of the relationships and the fact that these linkages are promoted through commonalities between the communities involved. Formal friendships are established and promote cultural understanding, educational and economic linkages. For example, cities that are linked with Richmond have comparable populations and potential for trade opportunities.

Zhenghou, China: Continued efforts in supporting teacher exchanges, the exchange of art and culture through museums, economic missions to China (currently being conducted by the Governor of the Commonwealth with representation from the City of Richmond). An extensive book collection was presented to the citizens of the City of Richmond from the citizens of Zhengzhou, China. The collection is displayed at the City’s Main Library. Wenyue Xue, Zhengzhou, China, sister city of Richmond, Virginia (International Winner) Poetry 2010 Sister Cities International.
Saitama, Japan: In 2007 architects and builders from Saitama visited Richmond looking at sustainable development and cityscape projects. May 2010 official visit from Mayor Hayato Shimizu and Saitama City Council with Mayor Dwight C. Jones and President Kathy Grazanio with tree planting. June 2010 continuing student, faculty exchange within the Greater Richmond area with Urawa Municipal High School. Annual baseball exchange between communities develops friendships and cultural understanding, which began in 1994.
Windhoek, Namibia: Succeeded in delivery of a Fire Truck to City of Windhoek in July 2003. Relations with Africa have been emphasized at an international conference of US African Cities Conference held in Richmond in July 2004.

The event empowers citizens and strengthens neighborhoods by creating an opportunity for families to mix and mingle and talk with civic groups, law enforcement, businesses, neighborhood organizations and local officials.
National Night Out events are citizen-led and include crime prevention activities ranging from turning on porch lights and porch sitting; to block parties and cookouts that include food and games for children.
Held each year on the first Tuesday of August, the National Night Out event was established in 1984 by the National Association of Town Watch as a program to build neighborhood unity in fighting crime. The event includes participation in all 50 U. S. states, U.S. territories, Canada and U.S. military bases around the world. This is the 27th year of the National Night event being held in the United States of America.

BACKGROUND _______________________________________________________________________
Richmond City Council Slave Trail Commission
The Richmond City Council Slave Trail Commission is a government entity that was established by Richmond City Council in 1998 by Resolution Number 98-R 102-107, as amended by Resolution Number 2004-R125-131. The Commission includes 17 members that are appointed by Council to serve for three year terms. Membership includes at least one member of Council (who is given first option of serving as Chairman) and three members of the Hope in the Cities of Richmond organization.
Since its creation, the Richmond City Council Slave Trail Commission has worked to help preserve the history of slavery in Richmond. Over the years, Richmond City Council Slave Trail Commission projects have included:
• 2003 Acquisition of Richmond Slavery Reconciliation Statue
• 2006 Lumpkin’s Slave Jail Archaeological Assessment
• 2007 Richmond International Unveiling of Richmond Slavery Reconciliation Statue, erected in 2007 at 15th and E. Main Streets. Included design and construction of the Richmond Slavery Reconciliation Statute plaza and erection of the statue.
• 2008 – 2009 Phase II Lumpkin’s Slave Jail Archaeological Assessment: which included engineering and storm water engineering
• 2008 Discovery of Lumpkin’s Slave Jail historic foundation and architectural artifacts.
• 2009 Development of the Richmond Slave Trail Marker Program, Signage and Commemorative Site: Lumpkin’s Slave Jail
• 2009 Development of the conceptual Richmond National Slavery Museum
Richmond City Council provides annual staff assistance and financial support for the Richmond City Council Slave Trail Commission. Council staff support includes providing fiscal management, public information, writing, publication creation, graphic design, special event and project management, promotions and fundraising. Additional staff support is provided by the Richmond City Administration through the Richmond Department of Economic Development, which includes project engineering and management.
Council financial support is provided through appropriations in the Richmond City Budget. This includes appropriations in the Richmond City Budget Capital Improvement Plan, Non-Departmental budgets and Departmental budgets. Funding is predicated on requests made by the Commission and as determined by Council.
Examples of Richmond City Council Slave Trail Commission financial investment support, per Fiscal Year (FY), include:
• FY 2003 - $119,000
For acquisition (purchase) of Richmond Slavery Reconciliation Statue and freight from the United Kingdom
• FY 2006 - $35,000
For Richmond Slave Trail Brochure Creation/Printing Phase I of Lumpkin’s Slave Jail Archaeological Assessment
• FY 2007 - $511,000
For general Commission support ($11,000) and design and construction of the Richmond Slavery Reconciliation Statute plaza; erection of the statue; and, the International Unveiling of the Richmond Slavery Reconciliation Statue
• FY 2008 - $370,000
For general Commission support ($30,000 - spent $7,748) and for Phase II of Lumpkin’s Slave Jail Archaeological Assessment, which included $155,000 for earthmoving and $35,000 for engineering and stormwater engineering (floodplain and proximity to I-95 berm) and $150,000 for archaeological services to hire a vendor.
• FY 2009 - $75,000
For general Commission support ($30,000 - spent $5,124) and for development of the Richmond Slave Trail Marker Program; signage and commemorative site; Lumpkin’s Slave Jail; development of conceptual National Slavery Museum; and, paid sponsorship for Symposium at the University of Richmond for the Civil War Sesquicentennial.

Richmond City Council Slave Trail Commission
The Richmond City Council Slave Trail Commission is a government entity that was established by Richmond City Council in 1998 by Resolution Number 98-R 102-107, as amended by Resolution Number 2004-R125-131. The Commission includes 17 members that are appointed by Council to serve for three year terms. Membership includes at least one member of Council (who is given first option of serving as Chairman) and three members of the Hope in the Cities of Richmond organization.
Since its creation, the Richmond City Council Slave Trail Commission has worked to help preserve the history of slavery in Richmond. Over the years, Richmond City Council Slave Trail Commission projects have included:
• 2003 Acquisition of Richmond Slavery Reconciliation Statue
• 2006 Lumpkin’s Slave Jail Archaeological Assessment
• 2007 Richmond International Unveiling of Richmond Slavery Reconciliation Statue, erected in 2007 at 15th and E. Main Streets. Included design and construction of the Richmond Slavery Reconciliation Statute plaza and erection of the statue.
• 2008 – 2009 Phase II Lumpkin’s Slave Jail Archaeological Assessment: which included engineering and storm water engineering
• 2008 Discovery of Lumpkin’s Slave Jail historic foundation and architectural artifacts.
• 2009 Development of the Richmond Slave Trail Marker Program, Signage and Commemorative Site: Lumpkin’s Slave Jail
• 2009 Development of the conceptual Richmond National Slavery Museum
Richmond City Council provides annual staff assistance and financial support for the Richmond City Council Slave Trail Commission. Council staff support includes providing fiscal management, public information, writing, publication creation, graphic design, special event and project management, promotions and fundraising. Additional staff support is provided by the Richmond City Administration through the Richmond Department of Economic Development, which includes project engineering and management.
Council financial support is provided through appropriations in the Richmond City Budget. This includes appropriations in the Richmond City Budget Capital Improvement Plan, Non-Departmental budgets and Departmental budgets. Funding is predicated on requests made by the Commission and as determined by Council.
Examples of Richmond City Council Slave Trail Commission financial investment support, per Fiscal Year (FY), include:
• FY 2003 - $119,000
For acquisition (purchase) of Richmond Slavery Reconciliation Statue and freight from the United Kingdom
• FY 2006 - $35,000
For Richmond Slave Trail Brochure Creation/Printing Phase I of Lumpkin’s Slave Jail Archaeological Assessment
• FY 2007 - $511,000
For general Commission support ($11,000) and design and construction of the Richmond Slavery Reconciliation Statute plaza; erection of the statue; and, the International Unveiling of the Richmond Slavery Reconciliation Statue
• FY 2008 - $370,000
For general Commission support ($30,000 - spent $7,748) and for Phase II of Lumpkin’s Slave Jail Archaeological Assessment, which included $155,000 for earthmoving and $35,000 for engineering and stormwater engineering (floodplain and proximity to I-95 berm) and $150,000 for archaeological services to hire a vendor.
• FY 2009 - $75,000
For general Commission support ($30,000 - spent $5,124) and for development of the Richmond Slave Trail Marker Program; signage and commemorative site; Lumpkin’s Slave Jail; development of conceptual National Slavery Museum; and, paid sponsorship for Symposium at the University of Richmond for the Civil War Sesquicentennial.

BACKGROUND
Champions Youth Developmental Basketball Camp (CDBC) began in Petersburg in 2005 and focuses on holistic skills development, including: Basketball, Academic, Life and Leadership (BALL). CDBC is produced by the nonprofit organization, Friends Helping Friends, Petersburg Department of Parks and Leisure Services, and through the leadership of Director Tami Yerby, and Camp Director Dr. Leon Wright Bey of Virginia State University, who previously served as Virginia State University's (VSU) Women’s Basketball Coach and Athletic Director.
Participants receive free breakfast and lunch, basketballs, expert instruction, t-shirts, school supplies and awards. The Camp includes both Richmond and Petersburg locations, with each camp having an estimated 100 students. This is the Camp’s fourth year in Richmond and the sixth year in Petersburg.
In addition to the support provided by a variety of sponsors, key to the success of these camps is the help of numerous high school and collegiate basketball coaches; current/former athletes, educators, administrators, entrepreneurs, and community leaders, who serve as clinicians, motivational speakers, and support staff.
Assistance in bringing this camp to Richmond included, but was not limited to, support by The Honorable Marty Jewell, Richmond City Council, Central 5th District, The Honorable Cynthia I. BACKGROUND - Richmond Cannon Creek Greenway project __________________________
This work represents the First Phase of the Cannon Creek Greenway Project, to clear the undergrowth in the Cannon Creek Greenway, located in the Northside 3 District and Gateway 6th District of Richmond.
This project is a continuation of ongoing community reclamation and improvement of the 1.4 mile area that comprises the Cannon Creek Greenway, which includes a heavily-wooded ravine located adjacent to a section of the north-south Richmond-Henrico Turnpike between Valley Road on the south and Craigie Avenue.
Other projects leading up to this work have included two community cleanups, held in 2009 and 2010 to remove unwanted trash and debris.
The clearing and cleanups are expected to prepare the Greenway for the construction of a bike/pedestrian trail and family-oriented park facilities. It is envisioned that this project will help to increase the social, economic, and physical revitalization of the Northside and Gateway Districts of Richmond.

Planning for the features of the Greenway began in 2008 and have included a series of community meetings and workshops involving neighborhood civic associations, elected Councilmembers, residents of the Highland Park and Barton Heights communities, Richmond Department of Parks and Recreation, Richmond Department of Community Development, Richmond Redevelopment and Housing Authority (RRHA), and several environmental and recreation organizations.
Beginning in 2009, an annual Richmond Cannon Creek Greenway Community Cleanup has been held to remove unwanted trash and debris from the Richmond Cannon Creek Greenway, which is a 1.4 mile area that includes the heavily-wooded ravine located adjacent to a section of the north-south Richmond-Henrico Turnpike between Valley Road on the south and Craigie Avenue on the north in Northside Richmond. The cleanups cleanup each year (held March 20, 2010 and January 24, 2010) have prepared the area for beginning the transformation of the site into a bike/pedestrian trail and family-oriented park facilities. It is envisioned that this project will help in increasing the social, economic, and physical revitalization of Northside Richmond. In both years, more than 200 volunteers removed tons of trash from the area that, over the years, has been used as an illegal dump site.
A stakeholders’ Planning “Charrette” was conducted in October, 2009 to decide on the features of the reclaimed Cannon Creek Greenway by faculty and students of the Virginia Tech Landscape Architectural Program. The Richmond city government administration has also completed an environmental study of the Greenway site and is currently conducting an engineering study of the area and a study of the proposed alternative routes of the Greenway’s bike and pedestrian trail are being completed by City of Richmond engineering consultant contractors.
On December 1, 2009, the City of Richmond submitted an “Innovative Readiness Training Request for Military Assistance” through the Virginia Governor’s Office and the Virginia Adjutant General to the Office of the Assistant Secretary of Defense, Reserve Affairs. As a training function of the Guard Unit, the clearing of undergrowth and construction of the Cannon Creek Greenway’s bike/pedestrian trail and park features by the Virginia Army National Guard, 180th Horizontal Construction Company, 276th Engineer Battalion.
Plans for the Richmond Cannon Creek Greenway’s include serving as a scenic park and recreational area for the 300 unit, mixed income housing revitalization initiative of the Richmond Redevelopment and Housing Authority (RRHA) that will be built nearby. Construction of the RRHA initiative are planned for the near future.
The Cannon Creek Greenway Project may also be linked to the United States of America East Coast Greenway, which is being built in sections from Main to Florida, and to the Virginia Capital Trail, which would link Richmond to Williamsburg and Jamestown.
The sidewalk and street intersections of the Greenway’s bicycle and pedestrian trial will connect the Northside’s business and commercial corridor along E. Brookland Park Boulevard residential neighborhoods, churches, schools, and community centers for ease of access by bicycling or walking. It will also provide an alternative transportation route for bicycle commuting from the residential neighborhoods of Highland Park and Barton Height to the City’s downtown. In addition to its use for family-oriented, recreational activities, the Greenway may also serve as an outdoor environmental laboratory for the science classes of nearby schools.

News Conference being held to explain Virginia Army National Guard’s work on first phase of new modern biking, hiking, walking trails and park facilities
WHAT
A public news conference will be held to explain the massive work currently being done to clear the undergrowth in the Cannon Creek Greenway. The work is being performed by the Virginia Army National Guard, 180th Horizontal Construction Company, 276th Engineer Battalion, with the assistance of the Richmond Department of Parks, Recreation and Community Facilities and the Richmond Department of Public Works.
During this project, streets that intersect with the Richmond-Henrico Turnpike between E. Brookland Park Boulevard and Dove Street will be closed daily from Thursday, July 22 to Tuesday, July 27, 2010 between 7:00 a.m.- 5:00 p.m.

BACKGROUND - Richmond Cannon Creek Greenway project __________________________
This work represents the First Phase of the Cannon Creek Greenway Project, to clear the undergrowth in the Cannon Creek Greenway, located in the Northside 3 District and Gateway 6th District of Richmond.
This project is a continuation of ongoing community reclamation and improvement of the 1.4 mile area that comprises the Cannon Creek Greenway, which includes a heavily-wooded ravine located adjacent to a section of the north-south Richmond-Henrico Turnpike between Valley Road on the south and Craigie Avenue.
Other projects leading up to this work have included two community cleanups, held in 2009 and 2010 to remove unwanted trash and debris.

WHAT
The Honorable Ellen F. Robertson, Councilwoman, Richmond City Council -Gateway 6th District, and The Honorable Chris A. Hilbert, Councilman, Richmond City Council - Northside 3rd District, today announce that the Virginia Army National Guard, 180th Horizontal Construction Company, 276th Engineer Battalion, will begin the First Phase of a project to clear the undergrowth in the Cannon Creek Greenway, located in the Northside 3 District and Gateway 6th District of Richmond.
During this time, streets that intersect with the Richmond-Henrico Turnpike between E. Brookland Park Boulevard and Dove Street will be closed daily from Thursday, July 22 to Tuesday, July 27, 2010 between 7:00 a.m.- 5:00 p.m.
This project is the continuation of an ongoing community reclamation and improvement of the 1.4 mile area that comprises the Cannon Creek Greenway, which includes a heavily-wooded ravine located adjacent to a section of the north-south Richmond-Henrico Turnpike between Valley Road on the south and Craigie Avenue.
Projects leading up to this work have included two community cleanups, held in 2009 and 2010 to remove unwanted trash and debris.
The clearing and cleanup are expected to prepare the Greenway for the construction of a bike/pedestrian trail and family-oriented park facilities. It is envisioned that this project will help to increase the social, economic, and physical revitalization of the Northside and Gateway Districts of Richmond.
The work of the Virginia Army National Guard, 180th Horizontal Construction Company, 276th Engineer Battalion, is critical to the success of this community project.

BACKGROUND - Richmond Cannon Creek Greenway project __________________________
The Cannon Creek Greenway Project is a community improvement initiative is supported by: Councilwoman Ellen F. Robertson, Richmond City Council - Gateway 6th District, Councilman Chris A. Hilbert, Richmond City Council - Northside 3rd District, Richmond Mayor Dwight C. Jones, Richmond Department of Parks, Recreation and Community Facilities, Richmond Department of Public Works) Southern Barton Heights Community Association, Virginia Chapter Sierra Club, Richmond Public Schools, Alliance for the Chesapeake Bay, Green Park Civic Association, Highland View Civic Association, Chestnut Hill Action Team, Battery Park Civic Association and Virginia Tech School of Architecture and Design - Landscape Architecture Program.
Planning for the features of the Greenway began in 2008 and have included a series of community meetings and workshops involving neighborhood civic associations, elected Councilmembers, residents of the Highland Park and Barton Heights communities, Richmond Department of Parks and Recreation, Richmond Department of Community Development, Richmond Redevelopment and Housing Authority (RRHA), and several environmental and recreation organizations.
Beginning in 2009, an annual Richmond Cannon Creek Greenway Community Cleanup has been held to remove unwanted trash and debris from the Richmond Cannon Creek Greenway, which is a 1.4 mile area that includes the heavily-wooded ravine located adjacent to a section of the north-south Richmond-Henrico Turnpike between Valley Road on the south and Craigie Avenue on the north in Northside Richmond. The cleanups cleanup each year (held March 20, 2010 and January 24, 2010) have prepared the area for beginning the transformation of the site into a bike/pedestrian trail and family-oriented park facilities. It is envisioned that this project will help in increasing the social, economic, and physical revitalization of Northside Richmond. In both years, more than 200 volunteers removed tons of trash from the area that, over the years, has been used as an illegal dump site.
A stakeholders’ Planning “Charrette” was conducted in October, 2009 to decide on the features of the reclaimed Cannon Creek Greenway by faculty and students of the Virginia Tech Landscape Architectural Program. The Richmond city government administration has also completed an environmental study of the Greenway site and is currently conducting an engineering study of the area and a study of the proposed alternative routes of the Greenway’s bike and pedestrian trail are being completed by City of Richmond engineering consultant contractors.
On December 1, 2009, the City of Richmond submitted an “Innovative Readiness Training Request for Military Assistance” through the Virginia Governor’s Office and the Virginia Adjutant General to the Office of the Assistant Secretary of Defense, Reserve Affairs. As a training function of the Guard Unit, the clearing of undergrowth and construction of the Cannon Creek Greenway’s bike/pedestrian trail and park features by the Virginia Army National Guard, 180th Horizontal Construction Company, 276th Engineer Battalion.
Plans for the Richmond Cannon Creek Greenway’s include serving as a scenic park and recreational area for the 300 unit, mixed income housing revitalization initiative of the Richmond Redevelopment and Housing Authority (RRHA) that will be built nearby. Construction of the RRHA initiative are planned for the near future.
The Cannon Creek Greenway Project may also be linked to the United States of America East Coast Greenway, which is being built in sections from Main to Florida, and to the Virginia Capital Trail, which would link Richmond to Williamsburg and Jamestown.
The sidewalk and street intersections of the Greenway’s bicycle and pedestrian trial will connect the Northside’s business and commercial corridor along E. Brookland Park Boulevard residential neighborhoods, churches, schools, and community centers for ease of access by bicycling or walking. It will also provide an alternative transportation route for bicycle commuting from the residential neighborhoods of Highland Park and Barton Height to the City’s downtown. In addition to its use for family-oriented, recreational activities, the Greenway may also serve as an outdoor environmental laboratory for the science classes of nearby schools.

The games are free to watch; open to the public; and, everyone is invited come out and enjoy the day. Vendors will be on hand with refreshments.
The tournament will include an estimated 12 teams, representing the following age groups: Minors (10 and under), 12 and under, and 13-15. This invitational tournament will include Virginia-based teams from Richmond, Hampton and Norfolk.
The tournament games will be played at two Richmond locations managed by the Richmond Department of Parks, Recreation and Community Facilities – Hotchkiss Community Center Field, located at 701 E. Brookland Park Boulevard, and the Westover Community Center Field, located at 1301 Jahnke Road.
The Metropolitan Junior Baseball League, which began its 2010 Richmond Season on Saturday, June 5, 2010, is a private national baseball organization established for African-American youth, up to 19 years of age. The organization was formed in 1966 in Richmond, Virginia and in includes teams from across the United States of America who compete annually for the national Black World Series championship title competition.
The Metropolitan Junior Baseball League is supported by the national RBI (Returning Baseball to Inner-Cities) program, KPMG (accounting Firm); Cal Ripken, Sr. Foundation; and the SOLE (Sports, Opportunities, Literacy and Enrichment) group, a local consortium of public and private entities.

This week-long camp is free for youth (boys and girls) ages 9-13, and openings are available on a first-come, first served basis.
Participants will receive free breakfast and lunch, basketballs expert instruction, t-shirts, school supplies and awards. Each camp will include 100 students. The camp includes both Richmond and Petersburg locations and this will be the camp’s fourth year in Richmond.

CDBC is produced by the nonprofit organization, Friends Helping Friends, Petersburg Department of Parks and Leisure Services, and through the leadership of Director Tami Yerby, and Camp Director Dr. Leon Wright Bey of Virginia State University, who previously served as Virginia State University's (VSU) Women’s Basketball Coach and Athletic Director.

In addition to the support provided by a variety of sponsors, key to the success of these camps is the help of numerous high school and collegiate basketball coaches; current/former athletes, educators, administrators, entrepreneurs, and community leaders, who serve as clinicians, motivational speakers, and support staff.

Background on Bandy Field Park
Bandy Field Park was established as a Richmond City Park by Richmond City Council on May 10, 1999. The park is approximately 18-acres and is located in both Richmond (4.42 acres est.) and Henrico County (13.58 acres est.) at the northwest corner of Three Chopt and Bandy Roads in Richmond’s West End - near the Village Shopping Center
Originally the space, now known as Bandy Field Park, was located in Henrico County. When part of Henrico County was annexed into the City of Richmond in 1942, the land was split between Richmond and Henrico County. In 1955, Richmond purchased the remaining County land for a potential school site, as there were plans for further annexations which did not materialize. The site then became Richmond Surplus Property.
Over the years, City and County residents began using “Bandy Field” as a neighborhood park and playground. During that time, a number of entities have been interested in purchasing the property for commercial development.

Richmond Government Budget for FY 2011 begins today
The Richmond Government Budget for FY 2011, that was approved by Richmond City Council on Monday, May 24, 2010, begins today, July 1, 2010, and runs through June 30, 2011. Council's budget deliberations spanned three months, from mid-March until final adoption and took place during two dozen Council meetings and special work sessions. During the process, Council acted to keep the 2010 Richmond Real Estate Tax Rate the same as last year, at $1.20 per $100 in assessed real estate value; and, approved Richmond Real Estate Taxes to be divided into two collections a year instead of all at once.

Richmond City Government Budget reduced more than $118 Million over three years; Council kept the Richmond Real Estate Tax Rate the lowest in more than 30 years, down $.92 since 1980.
(Richmond, Virginia) – The Richmond Government Budget for FY 2011, that was approved by Richmond City Council on Monday, May 24, 2010, begins today, July 1, 2010, and runs through June 30, 2011. Council's budget deliberations spanned three months, from mid-March until final adoption and took place during two dozen Council meetings and special work sessions. During the process, Council acted to keep the 2010 Richmond Real Estate Tax Rate the same as last year, at $1.20 per $100 in assessed real estate value; and, approved Richmond Real Estate Taxes to be divided into two collections a year instead of all at once.
Highlights of Richmond Government Budget for FY 2011 include:
• Council's approved Richmond City Government Budget for FY 2011 is more than $82 million less than FY2010, which was more than $36 million less than FY2009, for a three year total Richmond City Government Budget reduction of more than $118 Million.
• Council cut Mayor's proposed FY 2011 budget by an additional $5.2 million ($4.6 million of which was the result in state revenue reductions to Richmond Public Schools).
• Council kept the Richmond Real Estate Tax Rate the lowest in more than 30 years, down $.92 since 1980.
• Council approved splitting up the payments of Richmond Real Estate Taxes and, beginning in 2011, they will be divided in two and collected two times a year (January and July) instead of all at once. This move will decrease interest costs needed when borrowing money to pay for services until tax collections are made.
• Council added additional $2.5 Million for repairs and maintenance for Richmond Public Schools.
• Council approved a loan program for local small businesses/community development.

BACKGROUND _______________________________________________________________________
As Richmond Citizens, we pool our resources to own and operate our government and decide what public services we want to invest in; the priority (investment levels) for these services; and, how we pay for them. Examples of our services include the management, oversight and delivery of such things as clean/safe water; streets/parks; firefighting/ rescue; trash/sewage removal; laws, police/courts; public transportation; and, our children’s education. Together, we own, operate, use and benefit from these services every day.
Thus, every year a proposed Richmond Government Budget (Fiscal Plan) is submitted to Richmond City Council by the Mayor, who is responsible for administering local government services. Council then reviews, analyzes and amends this budget based on the priorities of citizens.
Council's budget deliberations typically span three months, from mid-March until final adoption toward the end of May and take place during an estimated two dozen Council meetings and special work sessions that are all open to the public. During the process, Council adopts a Richmond Real Estate Tax Rate and, at the conclusion of the deliberations, votes on a Richmond City Government Budget for the upcoming Fiscal Year (FY).
The Richmond City Government Budget runs from July 1 to June 30 annually and the City operates on a two-year fiscal plan (Budget) that includes City General Fund, Capital Improvement Plan, Special Funds, Enterprise Funds, Internal Service Funds, the City’s contribution to Richmond Public Schools and additional state, federal, and other funds provided to Richmond Public Schools. The Budget is typically amended every year.
Richmond citizens were invited and encouraged to attend any and all of the public meetings and budget work sessions.
The final budget takes the form of laws, which will are available from the Richmond City Council website, at www.council.richmondva.gov. Copies will also be available for review in the Richmond City Council Office of the City Clerk, at Richmond City Hall, 900 E. Broad Street, Suite 200, Richmond, Virginia 23219 (804.646.7955 tel).
