Councilman Charles R. Samuels’ statement regarding today’s Richmond General District Court Ruling on the noise law
“Today, Richmond’s Noise law was found to be unconstitutional by the Richmond City General District Court. While I am disappointed in the outcome, I respect the judge’s decision and appreciate the efforts and advocacy of both the Richmond Office of the City Attorney and the defendants’ attorneys.
The law was challenged in Richmond General District Court by a band that was disturbing their neighbors after 11:00 p.m. at night. Today, the judge hearing the case found the current version of the law to be unconstitutionally overbroad and that it promotes religion and is therefore in violation of the First Amendment. He also explicitly rejected the defendants’ proposition that “plainly audible to any [other] person” is too vague a standard, upholding the “plainly audible” standard.
Much has been made of the issue with our city’s current noise law. After the Virginia Supreme Court’s Tanner decision nullified the “unreasonably loud” standard in 2009, I worked with the city attorney’s office to review what other options we had. Since April I have been meeting with a workgroup to craft a new noise ordinance which I hope to introduce in December or January, 2011.
I will continue working with the citizens of Richmond on this issue.”

WHAT The Honorable Cynthia I. Newbille, Councilwoman, Richmond City Council, East End 7th District, will hold a Richmond East End 7th District Community Interfaith Worship Service World AIDS Day Event in Richmond’s East End 7th District. Free on-site screenings for HIV/AIDS, hypertension, diabetes, and Body Mass Index (BMI) will be provided before and after the event, from 5:30-6:50 p.m. and 8:00-8:30 p.m.
The event is free and open to the public and all faith leaders, religious congregations and choirs, AIDS service organizations, sororities, fraternities, civic and social organizations, care providers, advocates, people infected and affected by HIV/AIDS, families, friends, volunteers, health and human service providers and East End 7th District citizens are invited and encouraged to attend.
Acquired immunodeficiency Syndrome (AIDS) is a fatal disease caused by the Human Immunodeficiency Virus (HIV). This pandemic disease is estimated to affect more than 33 million people worldwide. While there are currently no known cures for AIDS or HIV, there are treatments that can slow the course of the disease. AIDS was first reported on June 5, 1981 by the United States of America Centers for Disease Control and Prevention.
Established in 1988 by the United Nations World Health Organization’s Global Programme on AIDS, the Annual World AIDS Day is observed on December 1 each year to raise awareness about this deadly disease.

All families, individuals, community groups, businesses, friends, neighbors, and organizations are invited and encouraged to help
WHAT The Honorable Chris A. Hilbert, Councilman, Richmond City Council Northside 3rd District, encourages all families to join members of the Ginter Park Residents Association in their planned clean-up of Chamberlayne Avenue. Volunteers will clean up trash found along Chamberlayne Avenue; heading south from Azalea Avenue to clean as far as possible until Noon. This community beautification project will help to further enhance the social, economic, and physical revitalization of Ginter Park and Richmond’s Historic Northside.
All families, individuals, community groups, businesses, friends, neighbors, and organizations are invited and encouraged to come out to help.
Gloves, safety vests and trash bags will be provided by the Richmond Clean City Commission. Volunteers are reminded to please wear layered clothing and sturdy shoes. Coffee and hot chocolate will be served free to volunteers along the rout and a free pizza lunch will be provided to volunteers following the cleanup.

Established September 28, 1909, the Ginter Park Residents Association is a volunteer civic organization comprised of citizens living in Richmond’s historic Ginter Park Neighborhood, much of which was conceived in the late 1800’s by the wealthy industrialist, Major Lewis W. Ginter, and came in to being with the sale of the first home in 1898.

Richmond City Council mourns loss of former Richmond Councilmember and Vice Mayor: Dr. Claudette Black McDaniel
The Honorable Claudette Black McDaniel, Ph.D., died November 3, 2010
(Richmond, Virginia) – The members of Richmond City Council today express their sorrow at learning of the death, on November 3, 2010, of former Richmond City Council member, The Honorable Claudette Black McDaniel, Ph.D. The thoughts, hearts and prayers of Richmond City Council are with her family during this time and share in the mourning of her passing and celebration of her life and legacy.
Dr. McDaniel served as Councilmember for one one-year and six two-year terms (13 years total), from March1977- June 1990. During that time she was the first black woman elected by her fellow Councilmembers to serve as Vice-Mayor (serving six terms (1-year each) from 1984-1990). From 1988 to 1990 she had the honor of serving during the first time in Richmond’s history when a woman served as Mayor (The Honorable Geline B. Williams) and she as Vice Mayor.
Dr. McDaniel was elected to Richmond City Council on March 1, 1977 under the new Richmond Voting District system that followed court injunctions that kept Richmond from holding elections for Richmond City Council between 1972 and 1976 (By order of the United States of America Department of Justice due to concerns with proposed redistricting.). As a result, nine specific Richmond Voting Districts were established for the new system; prior to that, nine Councilmembers were elected at-large. She was elected to serve as the voice Richmond’s newly established 8th Voting District.
During her life, Dr. McDaniel worked for more than 25 years for Virginia Commonwealth University and had a private practice as a professional legal mediation consultant.
Dr. McDaniel is remembered for her many years of service to our community and for helping to make Richmond an even better place to live, work, learn, love, visit, and raise a family.

BACKGROUND ____________________________________________________________________
The Richmond City Council Sister Cities Commission was established by Council in 1980. The Commission operates under guidelines provided by Council and by requirements of the Sister Cities International organization, located in Washington, D.C. An early champion of international relations, Richmond began a relationship with its namesake, Richmond Upon Thames, England, in 1930.
Overview of Sister City Program
A formal Sister City concept was created by President Dwight D. Eisenhower in 1956. His idea called for exchanges between Americans and people in other countries, with a goal of fostering peace, understanding and harmony.
The term “Sister City” is used to express a closeness that is engendered through commonalities between communities. Formal friendships are then established to promote cultural understanding and educational and economic prosperity.

Recent Sister Cities Activities
Republic of Mali
Richmond’s partnership with Segou is our city’s newest Sister City relationship. Richmond and Segou became Sister Cities in 2009 following the adoption of Richmond City Council Resolution 2009-R99-109, adopted July 27, 2009 that invited Segou to be a formal Sister City of Richmond, and the formalization of the relationship in Richmond on October 12, 2009 with a visiting delegation of dignitaries from Segou.
In April 2010 Richmond was awarded a $115,000 grant from Sister Cities International for a two-year African Sustainability Project that will be used to assist with performing projects in Segou that will assist with addressing sanitation, health, and water issues. On May 10, 2010 Richmond City Council received and welcomed a visiting delegation from the Republic of Mali. The delegation included six members of the country’s government who were in Richmond for the day as part of a government training program sponsored by the Institute for Global Training, USAID in Washington D.C. and were being show state and local government by the University of Virginia Weldon Cooper Center’s Virginia Institute of Government.
On October 6, 2010 the Richmond City Council Sister Cities Commission and members of Richmond City Council and the Richmond Government Administration welcomed The Honorable Ousmane K. Simaga, Mayor of Segou, Republic of Mali (Africa); The Honorable Madani Sissoko, Councilman, Segou, Republic of Mali (Africa), President of the Segou Sister City Commission; and, a number of additional dignitaries from Segou, Republic of Mali (Africa), during its monthly meeting.

2008 visit from the Mayor and Councilmember's to Richmond; 2007 visit of Mayor and Councilmembers. Coordinated planning and events leading up to Virginia’s 400th-year celebration in 2007.
Zhenghou, China
Continue supporting teacher exchanges and exchanges of art and culture through museums, economic trips to China (conducted by Governor of Virginia with representation from Richmond). A book collection was presented to Richmond citizens from Zhengzhou citizens, which is displayed at the City’s Main Library.
Saitama, Japan
Annual baseball exchange between communities. The exchange features 30 10-12 year olds and their families who spend several days in Richmond visiting sites, playing baseball, and developing friendships and cultural understanding.
Windhoek, Namibia
August 2007: the U.S. State Department brought a camera crew to Richmond from Windhoek coordinated events. July 2003: Richmond donated a Fire Truck to Windhoek.
Uijeongbu, South Korea
Includes relationships with the Richmond Korean community and business exchange as well as educational and cultural programs.

The Richmond City Council Sister Cities Commission was established by Council in 1980. The Commission operates under guidelines provided by Council and by requirements of the Sister Cities International organization, located in Washington, D.C. An early champion of international relations, Richmond began a relationship with its namesake, Richmond Upon Thames, England, in 1930.
Overview of Sister City Program
A formal Sister City concept was created by President Dwight D. Eisenhower in 1956. His idea called for exchanges between Americans and people in other countries, with a goal of fostering peace, understanding and harmony.
The term “Sister City” is used to express a closeness that is engendered through commonalities between communities. Formal friendships are then established to promote cultural understanding and educational and economic prosperity.
