(Richmond, Virginia U.S.A. 9.20.2024) Effective September 17, 2024, Latesha Holmes resigned her employment with the City. This resignation was voluntary. She has been employed as Council Chief of Staff since January 9, 2023. The Council thanks her for her service and wishes her well in her future projects.

Planned Richmond Real Estate Database and Appraisal Software System upgrade nearing completion

Residents and contractors asked to submit transfers, creations of new parcels (divided lots, new subdivisions), etc. before November 8, 2024

(Richmond, Virginia U.S.A. 9.13.2024) The Richmond City Council Office of Assessor of Real Estate is nearing completion of its planned upgrade and replacement of the Richmond Real Estate Database and Appraisal System software system to further enhance and increase efficiency.

    The upgrade is scheduled to go live at the end of this calendar year (2024) and will include a switchover period beginning November 8, and ending December 22, 2024. To minimize service impact, the switchover period has been scheduled during the city billing timeframe when updates to the Richmond Real Estate Parcel Mapper component of the database are typically paused.

    In anticipation, Richmond residents, contractors, etc. are asked and reminded to please submit, before November 8, 2024, any planned, known, anticipated, etc. Richmond Real Estate parcel related:

·       - changes

·       - updates

·      - transfers

·     - improvements

·     - permits

·       -creations of new parcels (divided lots, new subdivisions, etc.),

·       -renovations

·       -upgrades

·       -water and gas accounts

·       -etc.

    No Richmond Real Estate transfers, improvements, or new parcels will be created beginning November 8, 2024, and ending December 22, 2024.

    Inputs and updates the Richmond Real Estate Database and Appraisal System, including those during the switchover period, are scheduled to be live by January 15, 2025.

    The Richmond Office of Assessor of Real Estate thanks everyone for their kindness, understanding, time, space, and grace as it works diligently to improve processes.

 

Background

The Richmond Real Estate Database and Appraisal System is the official source of ownership of Richmond Real Estate parcels and the appraisal process in providing continuity, consistency, transparency, and trust on behalf of Richmond residents.

    The Richmond Real Estate Database and Appraisal System includes only real estate parcels located within the city boundaries of Richmond, Virginia. Richmond Real Estate does not include real estate located in surrounding towns, cities, or counties.

·       The Richmond City Council Office of Assessor of Real Estate oversees the

-   annual reassessment of Richmond real estate,

-   real estate tax exemption process, and

-   management and maintenance of the Richmond Real Estate Database.

·       Each year, the Richmond Office of Assessor of Real Estate follows state law and, using defined national standards, carefully and equitably assesses/ reassesses (evaluates and calculates) the market value of real estate in Richmond.

Official launch of New Richmond People’s Budget process

 

$3 million in Richmond Special Capital Projects to be chosen by Richmond People’s Budget participants

 

(Richmond, Virginia U.S.A. 9.5.2024) Richmond City Council announces the official launch of its new Richmond People’s Budget process in which people from across Richmond can propose new Richmond Special Capital Projects and decide how to spend $3 million in public budget funding set-aside for this purpose.

 

Community proposal ideas are being gathered now through November 2024 and all persons ages 14 and older who and live, work or study in the city are invited and encouraged to submit their ideas for Richmond Special Capital Improvement projects that will help further enhance, beautify, and benefit our city. Background

The Richmond People's Budget process is a Richmond City Council-initiated and community-led approach to "participatory budgeting", where people get to directly choose how to spend a portion of the Richmond Government Budget.

Since its creation, the Richmond Participatory Budgeting Steering Commission has been deeply engaged in asking questions and learning from community groups, individuals, and experiences to create an inclusive, engaging, transparent, equitable, and capacity-building process on behalf of all Richmond residents.
