All Richmond citizens are invited and encouraged to attend
WHAT Richmond City Council, the governing body of Richmond, holds an average of 12 official monthly public meetings to discuss, deliberate, and act on laws, finances and policy on behalf of our community. Richmond City Council did not keep a regular meeting schedule during the month of August 2010, as it typically does not schedule meetings the month of August, and will resume its regular meeting schedule in September.
A summary of official Richmond City Council Official Public Meetings for September 2010 is listed below. Meeting times and dates are subject to change and more meetings may be added as needed.
All Richmond citizens are invited and encouraged to attend all Council meetings and to contact the Richmond Councilmember elected for their voting district (by phone, in person, via email, or by mail) to learn more; provide input; and/or ask questions. Meetings include (but are not limited to) two “Council Formal” Meeting Sessions, two “Council Informal” meetings, six Council Standing Committee meetings, and Council Public Hearings/ Special Events/Commission meetings held on an as-needed basis.

BACKGROUND
The history of Richmond’s canal system dates back to the late 1700’s when, in 1789, George Washington lobbied the Virginia General Assembly to build a canal and turnpike system on the James River with the idea of increasing the commercial transportation capacity between the harbors of eastern Virginia and the Atlantic Ocean to the Ohio River and possibly as far west as the Rocky Mountains. Though work was done over the years on building a canal system, the viability of the project had fits and stops and the vision was never fully realized. This was further challenged with the advent and proliferation of train transportation. Paying homage to the beauty and historic use of the James River, the construction of the current Richmond Historic Canal Walk was driven by Richmond City Council completed by the City of Richmond in 1999.
The Richmond Historic Canal Walk is a free paved handicap accessible public walking trail located on the north side of the James River, beginning at American Civil War Center at Fifth Street and currently extending to 17th Street in Richmond’s historic Shockoe Bottom area. Entrances to the walk are located at Fifth Street, 7th, 12th, 14th, 17th and Virginia streets.
Currently 1.25 miles long, the trail includes markers, monuments and exhibits along the route that denote four hundred years of Richmond historic figures and events. The trail provide opportunities for walking, running, biking, strolling, canal boat rides and hosts many special events and outdoor concerts. It also provides access to local hotels, restaurants, shopping, businesses and outdoor amenities.
Future plans for the Walk include serving as an end point for the Virginia Capital Trail, connecting it to retail and residential areas located in historic Shockoe Bottom along the James River. Planned future phases include the following:
Section One
• A one-mile segment from Richmond Historic Canal Walk to the Richmond Great Ship Lock Park
Section Two
• A three-quarter-mile segment from Richmond Great Ship Lock Park to Richmond Intermediate Terminal
• Incorporating the Trail into a new public park located along the riverfront
Section Three
• A one-and-a-half-mile segment from Richmond Intermediate Terminal to Almond Creek (the beginning of the Varina phase in Henrico County), extending through the Village of Rockett's Landing.

Newbille, Councilmember, Richmond City Council East End 7th District, invites homeowners in Richmond’s Peter Paul Neighborhood to attend an informational session meeting to learn more about applying for a free home repair program being provided by local nonprofit organization, Rebuilding Together of Richmond.
Applications will be provided for a one-day home repair event, being held April 30, 2011. The deadline for applications is November 1, 2010.
Examples of repairs include painting; weather-proofing; repairs to heating, plumbing and electrical systems; roofing; insulating; appliance repair/replacement; installing/repairing handrails; carpentry; windows; porch repairs; improved lighting; removal of trip and fall hazards; general repairs; drainage improvements; and, yard work.
Those who would be eligible for the program include:
• Own their home in the Peter Paul Neighborhood of Richmond
• Are 55 years of age or older or have disabilities
• Have a household income of less than $25,000

WHAT
Richmond City Councilman Chris A. Hilbert, Northside 3rd District, will hold a meeting in the Northside 3rd District. Councilman Hilbert holds individual meetings in Richmond’s Northside 3rd District throughout the year that include information on his goals and accomplishments; a topical agenda; and, special guests. The meetings are free and all Northside 3rd District citizens are invited and encouraged to attend.
The agenda and invited guests for this meeting include:
• Public Safety Report on the Northside 3rd District
Richmond Police Department 4th Precinct
• Partnership for Families (A nonprofit organization that assists parents and children in Richmond’s Northside) will discuss its programs and activities at their new location at 800 W. Graham Road.
• New Richmond Real Estate Tax Payment Schedule
Beginning Calendar Year 2011, our Richmond Real Estate Taxes will be divided into two collections per year instead of all at once. Half payments will be due January 14, 2011 and June 14, 2011. The Richmond Department of Finance will be on hand to discuss.

Two-day music event includes more than 25 jazz/other diverse musical artists
WHAT Councilman Marty Jewell, Richmond City Council, Central 5th District, encourages everyone to attend the 2010 Richmond Jazz Festival at Maymont this weekend. This two-day multi-stage music festival will include more than 25 jazz and other diverse musical acts.
Attendees are encouraged to bring lawn chairs, blankets and picnic baskets, No alcohol or glass containers are permitted.
Tickets are $25 in advance per day and $40 for a two-day pass. Tickets the day of the event at the gate will be $30 per day and $50 for a two-day pass. For more ticket information, please visit: www.jazzatmaymont.com.
Artists scheduled to perform include Chaka Khan, Boney James, Poncho Sanchez, Norman Brown, Stanley Clarke, Ledisi, Chuck Mangione, Rick Braun, Richard Elliott, Big Sam’s Funky Nation, Alex Bugnon, Sharon Rae North and Plunky and Oneness.
Interested event-goers are reminded that Maymont is located in a residential neighborhood and parking is limited near the park. Everyone is encouraged to use the free shuttle service being provided, from Richmond City Stadium, which will run every quarter of an hour or shuttles (for $3.50), available from Virginia Commonwealth University - West Cary/Harrison Streets (1101 West Cary Street) and West Main/Laurel Streets (801 West Main Street) Parking Lots. Once a private estate, Maymont is an100-acre public park that is owned by the city of Richmond and managed by the Maymont Foundation. The park includes beautifully landscaped grounds, walking trails, a nature center, children’s farm, Japanese and Italian Gardens, mansion, historic buildings, carriage collection, and wildlife exhibits. The Maymont property was given to Richmond citizens in 1925 following the posthumous wishes of owners, James and Sallie Dooley.
A portion of the proceeds from this event will benefit the Maymont Foundation. Please note: Maymont will only be open to ticket holders on August 14-15, 2010.

The forum will include a discussion with regional leaders and national experts regarding vacant property issues in Richmond. It also will explore new policy alternatives that address concentrations of vacant properties in communities.
The program will include: Jim Kelly, vacant housing policy expert, Rachel Flynn, Director, Richmond Department of Planning and Development Review, and Racquel Reddie, Community Development Manager for the National Community Stabilization Trust.
