Councilman Agelasto to hold Honorary Street Naming Designation Unveiling Ceremony for Ms. Yvonne Spain

         

WHAT         Richmond, Virginia - The Honorable Parker C. Agelasto, Councilman, Richmond City Council, Richmond Central 5th Voter District, will hold an Honorary Street Naming Designation Unveiling Ceremony commemorating the designation of the 100 block of Larne Avenue in Richmond, Virginia, on behalf of Ms. Yvonne Spain. This event was rescheduled from Saturday, December 15, 2018, due to inclement weather.

                        This honorary street naming designation was established by Richmond City Council Ordinance #2018-207 on September 24, 2018.

                                                                                                           

                        Councilman Agelasto invites all Richmond Central 5th Voter District residents to attend.

                        Immediately following the ceremony, volunteers will launch a Neighborhood Community Cleanup in Ms. Spain’s Swansboro West Neighborhood. The Cleanup is scheduled to take place from 9:30 a.m. - 12:30 p.m. All are welcome to join in.

Regarding the passing of Ms. Lillie A. Estes

                                                                        

                                                                                

(Richmond, Virginia U.S.A.) - “It was with profound sadness that Richmond City Council learned of the passing of Ms. Lillie A. Estes. Purpose and strategy driven, Ms. Estes was an ardent advocate and activist regarding poverty, housing, and social justice issues.

       

      Ms. Estes was an important part of the flourishing collective consciousness and historic arc of our community and she will be missed by those who knew, cared about, and whose lives were greatly impacted by her.

      Ms. Estes played an active role at our community table and was appointed to and served on many boards, commissions, and advisory councils, such as the

Anti-Poverty Commission, Hope in the Cities, and the Virginia Poverty Law Center. She also worked with countless community groups, individuals, and organizations in championing, planning, and implementing numerous neighborhood and city-wide oriented programs and projects.

        In America, public, elected, and community service are considered to be among the most important and noble work a person can do and, through her example, Ms. Lillie A. Estes proved her dedication to and support of the principles and creed written into the founding documents of our great Nation, in that our individual destinies and that of our families, communities, city, state, and country include not only the aspiration of our federal constitutional republic but, the time, talent, investment, labor, and dedication of all of its residents in realizing the fulfillment of its promise.

        Our hearts and prayers go out to her family and many friends during this difficult time as we share in mourning her passing and celebrating her life, legacy, and dedication as an important member of our community."

Richmond Government Budget

Establishing the Fiscal Year Richmond Government Budget represents Richmond City Council’s most fundamental responsibility as the Governing Body of Richmond and serves as the foundation and ultimate act of its policymaking and stewardship over our local government on behalf of all Richmond residents.

                  

      As Richmond residents, we pool our resources in order to own and operate our local government and decide what public services we want to invest in; the priority (investment levels) for these services; and, how we pay for them.

      Examples of some of the services we invest in include the management and delivery of such things as clean/safe water; streets/parks; laws; law enforcement/firefighting/rescue; trash/sewage removal; and, our children’s education. Together, we own, operate, use, and benefit from these services on a daily basis. Funding for these services comes from state, local and federal sources, including fees and taxes.  

          

     In order to set the investment levels we want for these services, Council establishes an official annual Richmond Government Budget in May of each year for the upcoming Fiscal Year.

     The Richmond Government Budget is based on a Fiscal Year that runs July 1 to June 30 annually and the City operates generally on a two-year (biennial) fiscal plan (Budget) that includes the Richmond General Fund, Richmond Capital Improvement Plan, Richmond Special Funds, Richmond Enterprise Funds, Richmond Internal Service Funds, the City Government contribution to Richmond Public Schools; and, additional state, federal, and other funds provided to Richmond Public Schools.

     The Richmond Government Budget is typically amended annually. Thus, every year a draft proposed Budget is submitted to Richmond City Council by the Mayor. Council then reviews, analyzes, and amends it to establish the official Richmond Government Budget based on the priorities of Richmond residents.

                     

     Richmond City Council's budget deliberations typically include more than a dozen public meetings, hearings, and work sessions. The final Fiscal Year Richmond Government Budget takes the form of Ordinances that are voted on by Council each May for an upcoming Fiscal Year.
