The thoughts, hearts and prayers of Richmond City Council are with his family during this time and all Councilmembers share in mourning his passing and in celebrating his life and legacy.

First appointed by Richmond City Council as one of our city's representatives to the Virginia Capital Region Airport Commission in 1995, Mr. Armstrong was appointed to the following four terms: 1995-1998, 1999-2003, 2004-2007 and 2008-2011. During his 16 year tenure, Mr. Armstrong’s leadership included serving as Chairman of the Commission and the Finance Committee. Citing “health reasons,” Mr. Armstrong resigned from his appointment to the Virginia Capital Region Airport Commission in a letter dated May 26, 2011, which was received May 31, 2011.

As further testament to his active public and community Service, Mr. Armstrong served as Trustee for the University of Virginia, College of Arts and Sciences Foundation; Director of the Commonwealth Foundation for Cancer Research; Chairman of the Community Foundation of Richmond; Member of the Venture Richmond Board of Trustees; Member of the Elk Hill Farm Board of Trustees; and, Treasurer of the Virginia Performing Arts Foundation.

In America, public government and community service is considered to be among the most noble and important work a person can do and, throughout his life, Mr. Armstrong proved his dedication to and support of the principals and creed written into the founding documents of our great Nation, in that our individual destinies and that of our families, communities, city, state and country include not only the aspiration of our federal constitutional republic but the support and success of its government and all its citizens in realizing the fulfillment of its promise.

Richmond City Council honors and celebrates the life and dedication of Mr. Armstrong for his many years of public and community service on behalf of our city and brings this to the attention of all our grateful citizens.
